I hope I can say this in the manner I intend to. If you are shopping for a Yorkie and cost is a major issue, I would suggest you save a bit more to cover the vet expenses for the first year. Altering, vaccines, dentals and heartworm and flea and tick preps are expensive. I do not intend to suggest you cannot afford what I have mentioned, but I want to point out that the initial outlay of cash to buy the baby is only the beginning.
Do you know this breeder? Why are they not registering their puppies? I cannot imagine the breeder giving you something that says the puppy is purebred if they do not register the litters. Will they give you the name of their vet for a reference?
