My favorite is Puppia as far as durability, comfort, and safety go. They're super easy for me to put on/take off too and throw in the washer when needed. Lots love the Buddy Belt. They are very well made and amazing quality, just wasn't for us. There's also the leather ChokeFree. I really like the Premier SureFit harness too - as I often have trouble fitting Jackson in harnesses well. I dogsit a dog that uses these and I am going to be purchasing one for Jackson soon - basic, but great reviews. We use the ComfortFlex Sport Harness for agility.

Jackson is 16lbs with a 19" girth and wears a Medium Puppia mesh harness (regular kind).
