This was what the vet said to me when tank had this issue. She said if tank watches you clean up after him immediately when he does his business then he will follow suit and clean it up his way. She suggested waiting till he walks away and is distracted a few minutes later and then clean it up.
we also tried anti eating poo pills we found at petsmart. it seemed to work. hasnt touched/ate poo in a year.
