Hello and welcome. Your puppy is adorable short fur and all. I haven't met that many Yorkie puppies to know much about fur development at that age. It is possible for a female dog to mate with more than one father and it is also possible for a female to mate later in the heat and give birth to puppies that are several days younger than the others. I have also heard of something called a "red legged" Yorkie that tends to have a shorter coat. I'm sure the breeders could tell you more about that.
Sometimes one puppy will get pushed out by the other pups and not get as well fed as the other pups. Many times they catch up once they are being fed on their own. Since their mom was missing for a couple of days she could have had some nursing problems after they found her or it could just be the genes. Hopefully, he will get some more length as he gets older.
