Default Collar or harness for pup?

We have a tiny little pup aged 9 weeks. Obviously we're not taking him out for walks just yet but we are letting him onto our patio for toilet training.

I've bought him a harness in order to get him used to the idea of one so he is ready for little walks after his second injection in a few weeks time. The thing is the harness, which was the smallest we could find anywhere, is far too big for him by quite some stretch and I imagine it will be for a while.

We found some collars which would probably fit without leaving room for his feet to trapped or anything but I was wondering if he is too little for collars or if collars were right for Yorkies at all. Will he fuss or get upset by one? He let us out the harness on him but obviously because it was so big we took it off fairly soon lest he hurt himself. He does like to sit and smell it though.
