Well one simple solution is to travel on different flights. Next get a service dog or support dog designation on one of your pups. they can't refuse you the flight with your dog.
I have travelled in cabin with a 130lb BRT as a Service dog with me. He had his vest/harness on with the Service dog logo and nomenclature.
They gave us the bulkhead seating
It is probably too late now to get the Support/service dog designation. But maybe not too late to separate out your flights from each other.
