You did not say with airlines you were considering flying with, they are almost ALL different. A good resource is dogjaunt.com they have the listing for almost all of the airline seat dimensions or hights or requirement and what is available in almost all airports. ALMOST ALL. As other posters have said, take lots of pictures, you SHOULD be able to have both dogs on the plane with you at the same time BUT that is subject to the rule of how many people or other dogs ALREADY booked. The airline's agent themselves, not an agency, is the best place to get other info when you are ready to book. Tell the agent you have a small dog and it has an airline approved carrier, you do right? It will be sm fee per dog. The day you leave GET THERE EARLY, I carry Sprocket, go up to the TSA guys and say "HE'S AFRAID" and we just stand there. They have always been good to us. May you have the same luck. Please keep us posted
