I'm sorry I can't be much help because veterinary care can be vastly different between contries.
In the US this would be considered an emergency. Never risk it with the neck, esp. in a small dog. Pup would be examined here, probably xrayed, etc. One of the anti-inflammatories here, Metacam, can be given to even tiny dogs.
Hypoglycemia and true shock are not the same. If she is truly in shock she wouldn't really be responding. And if she is in shock it is an emergency. Glucose can't fix it. She has a neck injury, is tiny, is lethargic, and in pain. So she needs a vet.
