Neither Scotty, my first Yorkie, or Jilly, my second, were clingy and Scotty was male, Jilly female. Tibbe on the other hand is quite clingy at times and he's male. So, I can't tell from my experience if it is gender- or personality-related as both my first Yorkies were supremely self-confident, calm and Tibbe came to me with much baggage and many behavior problems, on the nervous side.
