Default Pee Pads all over the house

when I had my first visit with the vet, she told me that it is best to keep one single pee pad, in one area. She said that otherwise the puppy will get confused. At this point we keep a pee pad in her x-pen and take her there whenever she is making the the signs of having to go, she is obviously not consistent yet, but at 9 weeks, who is? also, at this point we don't let her wander around the house too much, and when we do, we watch her very carefully. I read in the Housetraining for Dummies book that you can have your puppy teathered to you when ever she/he is running around, this way you can have a close watch all the time. Make sure to use a harness though, as a collar is not a good idea for your baby.

Also, about Reese eliminating off the pee pad. Is it possible that she has already peed on it and refuses to go on a soiled pad. My Kiwi, will only use a pad once. Sounds a little snobby, but i wouldn't want to use a dirty bathroom, why should she?
