Yes, I agree, it sounds like anal glands. Most dogs empty the glands when they have a bowel movement, they leave a little anal fluid on poop and this is to communicate with other dogs. For some reason, some dogs stop emptying them and it has been found that dogs that poop inside are more likely to have this problem. You can add more fiber to the diet and that helps some dogs, and your vet can teach you to empty the glands. It's important to do it correctly, if done wrong you can push the fluid further up the canal and this can lead to a nasty infection. Here’s a youtube:
