Moms wean when the pups start getting those sharp teeth, and this varies, but this isn't only about weaning. Puppies may be weaned at 8 weeks, but this is a critical time for the Yorkies who weighs less than 2 pounds and is prone to hypoglycemia. Breeders believe that the toy breeds do better if left with their mothers and siblings another 4 weeks. Good mothers help with pee pad training and teach bite inhibition. So many Yorkies are rehomed because of these two problems. I don't think we should expect laws to tell us what the best age is for all breeds. I'm glad Breny you are trying to educate these puppy buyers that this isn't in the best interest of the dog. I think I would tell them that they probably will find a breeder willing to sell them a dog at too young of an age, but they should run in the opposite direction.
