I remember trying to figure this out and it took me all day one day to decorate my page.

The way I do it is to go to albums and upload a picture. Then I think I right click to to "copy shortcut" it. Next I go to User CP on the blue line above, go to customize profile, look at the first section called Main and put the copied code in the section that says background. Then check it out to see if it works. After that you can keep playing with colors for different areas until you like what you see. Then save. Hope that works for you.
