Only the males, but come to think of it the only female dogs he associates with are a lot smaller than he is. The male dog friends he has are all about his same size.
As for stopping Blazer (he hasn't tried to hump anything in months) I would just tell him "NO!" and tap his behind. I wouldn't take the toy away because I wanted him to know that it was ok to play with it, just "properly." I really only had to do it a few times, he was never a big humper, though I do remember him doing it to his littermates from time to time.
