Whomever wrote that is a nut job. Ignore them.
I'm pretty sure the life time out put of urine from a yorkie is in no way any danger to a tree. I'm not sure it's any danger to a dandelion either for that matter.
In fact, the tree is more likely being ruined more by the fact that it's by the side of the road and sucking up exhaust.
If they want to write passive aggressive notes, you can do the same thing and leave a note to the person you think wrote the note saying did you give the same letter to everyone with a dog who pees on that tree, or just me? And not sign it of course.
