My male Japanese Chin, Yumble, does this sometimes. It so far has been due to Urinary Tract Infections. For some reason he seems to get them a lot. I don't know what causes it for sure but I also have this problem and am on a low dosage antibiotic to keep if from happening.

We have pads in the bedroom and now have one in the living room. Don't like having one in the lr but it is better than cleaning up pee.

I would take him in for a checkup or if you vet will do it, just have them check a urine sample for an infection.
