Default Retained puppy teeth

Allie is now 7 months old and just hit the 2 pound mark. She was teething something awful about 3 weeks ago, and yesterday we got a real good look in her tiny mouth (she fights us when we brush her teeth). She has two complete sets of teeth, and not just a few retained baby teeth. I know she can have them removed when she is spayed, but the vet wanted her to be at least 2 1/2 pounds. Will it hurt her in any way to have double teeth until she is big enough for surgery? Is there anything I can or should be doing to help them come out on their own? Please, I'd love any help or insights you can provide. Do you think she is in pain? She is eating, drinking, eliminating and acting perfectly normal. My poor baby!
