You may be able to get answers, but you need to get him examined first! And, possibly an anti inflammatory will help. You should be able to get an exam and a medication for just under $100 I would think.

You are right, things are tough for everyone, but he sounds like he needs medical attention and there is always a way if there is a will. Good luck
