It's really not that difficult & lots of male dogs have this issue. Surgery is not always an option, it will depend on what's causing it. If he's up for adoption though, I do agree that he needs someone with knowledge in the lipstick department & someone who will pay attention & properly care for him & "it" . Also, I would be sure to find a specialist as I would Not want an unexperienced vet doing a surgery on a problem such as this.
