Second opinions are good, but it might not be the best idea to spend more money on that when this vet has done nothing wrong. They are right. UTI is most common in this case. If it is not (confirmed by culture)m then other things need to be ruled out. Depending on whatit is surgery may be needed. If the vet is telling you that she needs to be spayed immediately it really should be done.
Some clinics are better than others when it is done for free. Usually you still have to do preop bldwork through your regular vet first anyway. They need to be following a safe anesthetic protocol, etc. I agree with you. This is usually not ideal and care is not as individualized.
