I had to get rid of all throw rugs the first couple of years, I now can have one, but I think it's very hard for them to tell the difference between throw rugs and a pee pad. Once they go on them, the smell is there, so it's impossible for them to tell the difference. Be sure to use an enzyme cleaner to clean the rugs and follow directions carefully, if you want to teach them not to go again. Maybe don't allow them access to the rooms with throw rugs, unless you are right there.
