Sounds like the guy was trying to get peoples attention by using the sign - yuck!
I also saw an ugly yorkie on a site that advertises puppies for sale/ cross between a yorkie and a poodle - it looked like some kind of baboon, ugly face.
Felt sorry for the poor thing.
