I start shaving my babies ears (just the top half) when they are about 5-6 weeks... it helps with them standing and I like the little ones to get used to the clippers anyway. I do it every couple of weeks when they are young to make sure the ears stand, and I've never had a pup that their ears didn't stand by 8-10 weeks (sometimes they droop a little during teething but go right back up again).
I use a wahl peanut shaver, it's pretty small and easy to use. I hold the ear flat against the palm of my hand and just go from the middle of the ear up. Repeating on the other side of the ear and then do the next ear.
