I don't understand why you have a budget of only $350 but say you have enough for vetting. Regular vetting is not cheap, and emergency vetting is ridiculously sky high! They won't do anything until you pay money upfront.

If you want a pup to raise from the beginning, and you only have $350 to spend, there is only one type of place to get a puppy for that price, and I would never recommend that. Even from rescues, depending on the dog, the adoption fee is about $300+, and if it's a puppy it's higher. If you're lucky you may find one in a shelter, but it's really rare.

The actual cost of the dog is the cheapest in the equation. Even if you pay over $1000, it's still the cheapest part of the equation.
