It's a K-Pop phenomenon. (Korean).
In Seoul, there is an area called Gangnam and it's HEAVILY influenced by the west. There are more people (or women) there that have eye surgery done there than most of the country (they make their eyes more Western).
They would rather spend $12 on a cup of disgustingly watered-down coffee and eat a $1 bowl of ramen at home because it makes them more Westernized. So the song is basically making fun of the women there (horses, coffee, etc that are mentioned in the song are references to Western culture).
