The Governor is nuts that's why.
Right now, it's hard to take someone into your group because of limited supplies, such as for food, medicine, etc. Nobody is making any new food or products. They don't feel like they need each other and everyone is a threat. People will shoot you in the leg, to give them a few extra minutes to get away, like Shane did with Otis. By the way, we got to see a bit of Shane in a hallucination, I'm not sure why Rick had that, I guess he's still not very clear headed. I did enjoy the episode, but I wanted Michonne to say SOMETHING to Andrea. How long will it take for her to put 2+ 2 together now that she’s seeing Daryl and Merle in the ring? Carl has certainly stepped up and become a leader.
