I understand there can be problems and that is sad for the couple you mentioned. This is a very well established, doesn't change hands complex in a small town in the Midwest. I have lived here since they were built and they have never had any issues like you mentioned. I know that's not a guarantee that they never will but they do have an excellent record so far.
