I don't want to judge these people, but to me, it sounds like they're very uneducated about the breed. Ultimately, it's your sister's decision...You said the yorkies looked healthy and well taken care of, but then again, they're not breed standard and it's their first time breeding them. Who knows what their intentions are...Sorry I'm not much help! hehe
