You've gotten some excellent advice here. I only have one thing to add. Buy a tiny halter and nice but light weight leash to use when you do have opportunities to take your puppy outside while traveling. For a puppy, a halter works MUCH better than a collar, and they have some really soft cute fabric ones available.
