Default Puppy Dry Skin

We have a 19 week old pup and during the 7 weeks we've had her we've noticed dry flaky skin. She's been biting at her butt and scratching her skin often, but not too crazy, she doesnt seem miserable but Im sure she could feel better, and I’ve spotted her rubbing her eyes here and there. Wanted to rule out fleas, had a vet check and ruled them out, and I check every other day or so. Been googling and looking through this forum for ideas, just curious what you all thought of my regimen and if I can improve.

Feeding her purina pro plan selects for puppy since we got her(seems like good ingredients), recommended by breeder. Bought a humidifier a week or so ago, hasn't been exposed to it much yet. I brush her daily. Don't bath her much(probably 3x since we got her, figured less was better), but when I do, it's w aromacare chamomile shampoo(w oatmeal) and aromacare coconut conditioner. I've been using alittle grizzly salmon oil off and on(just alittle drip every other day or so) for the past 2 weeks. One vet recommended Virbac Allerderm EFA-Z Plus, virbac makes a lotion(ResiSoothe) that looks interesting(seems like I read a few forums saying not to use lotion on a pet though).

Should I try a different food? Since she rubs her eyes, I’m worried it’s environmental allergies, where would I begin on that? We have hardwood floors throughout so dust shouldn’t be too big of an issue. We started using dreft/all free and clear detergents. It could be outdoor allergies since we’ve let her out in the grass some, I’m sure the dry air isn’t helping either(although it stays around 40% humidity in the house).

Any advice is welcomed, sorry for the lengthy post but wanted to be thorough , thanks in advanced.
