Default Do they go through a messy phase when growing out???

After having my second child and adding a puppy to the household, I had Bentley cut into a puppy cut. Now both my children are toddlers and I'm not as sleep deprived and really want to grow him to the floor. We never made it that far but it was pretty long. It's been about two, maybe even three months now since he saw a groomer. I have been bathing him and trimming his belly and feet. It IS growing but I'm just wondering if all yorkies go through a shaggy phase when they are growing long? I just feel so bad. I feel like it looks as though I don't take care of him. It's driving me crazy. The hair they used to shave on his nose is growing but it seems like it's stopped and is taking forever. He always has eye boogies bc of it. Is it normal for them to go through a messy phase like this? I know I do when I'm growing my hair out. Is it the same thing for yorkies? Is there anyway to minimize this or is there something else I should be doing? I feel like everyone is looking at me like I'm a terrible yorkie mama when we go out.
