hi , i am sure there are many yorkies that go up and down stairs but this is something you have to very cautious with ( especially with tiny pups) as yorkies have very delicate bones.
if these are outside steps maybe you could just carry him up and down..
inside i would put baby gates at the top and bottom of staircases to prevent accidents..
