This has been our experience also. The most success we have had is asking permission .... they say OK about 95% of the time! Like I said before, they just like be the one to say it's OK ... kinda like a "hall monitor"! We have also had a few that whisper "I didn't see you do that, OK?" I love these .... they feel the same as we do about the policy of the airline but don't dare defy it!

Best thing to do is follow their rules and kinda "play the rest by ear"!! We also always get a flight certificate ... never have had anyone ask for it, but I always have it anyway along with a copy of our vet records!
