YUP!!! I am a native NYer and I trust NO ONE!!! Especially a stranger with my dog. Idiots leave their dogs outside to go into a store or restaurant and then the dog is gone!! If I can't bring Miles either I leave him home, if I know beforehand, or we go back home together. There is nothing that urgent that I would ever leave him unattended or with a stranger. And it's your dog, if you don't feel comfortable with someone petting him / her or whatever you have a right to say so.
