As far as I know, there is only one way to get a pet passport, also known as EU pet passport, and that is to live in the EU. So if you are living in the EU and your pet doesn't have one, you should be questioning your vet about it! Also, cruises (other than the Queen Mary 2, which has kennel facilities) do not normally allow pets other than service animals on board, for health purposes and lack of places for dogs to relieve themselves during long stays at sea.
