Here is a representation of some really great grooming combs. I use the 4.5 inch one for face, legs and feet and a 6" to 7" one for the body. When I have combed through any tangles I use a small Maden brush to fluff out the body. Therehttp://www.toplinepet.com/combs.php are also some good conditioning sprays on this site.

I don't know what you have available where you are but I assume there must be some good grooming tools some where near by.

Hope you have some good success soon. I think if you can get your pup accustomed to being handled you will have better success with grooming. Does he ever take a nap on your lap? When Gracie was a wiggly puppy I used to get some trimming done when she was zonked out on my lap. You may be able to get rid of some mats that way.
