Lisa it's more than likely that whatever was used to treat the fleas caused the flakes. It sounds like his skin is super dry. I had a client dog here a month ago that had massive flakes. I used a spray mixture of 2 tbsp conditioner, 1 tbsp of Olive oil and distilled water to fill up the spray bottle. She did get oily after a couple days but then I washed her with a clarifying shampoo and repeated the process. By the time she went home all the flakes were gone and her skin is no longer dry. I would still take him to the vet to make sure there isn't anything wrong with him to cause this.
