Default Aggression towards only one dog

I got a 4 year old Yorkie that had been rescued from a puppy mill. He has been with me a couple of weeks and is an awesome dog. He is house trained, works on a leash, sleeps on the bed, uses his crate if he needs to feel safe... honestly he has none of the problems I was anticipating.

Around other dogs he is a doll and loves playing -- except one dog. My girl friend's daughter has a mixed breed that is about a year old. He is about 20 inches tall and 18 pounds... He is very friendly. But my Yorkie (Jack) is really aggressive towards him, barks, growls and bites him.

I do not understand how the Yorkie can love other dogs and be aggressive towards this one.

Does anyone have an ideas as to what is going on with this aggression towards a single dog and how to I train him not to be.

Help!!! I love this little guy.
