That's true. Unfortunately, the flight attendants have never told me it was FAA rules. They are just enforcing the airline policies (which is part of their jobs), and since all the airlines seem to have the same policies, that doesn't give you anywhere else to go.
Bottom line is--be prepared to have the pup in the bag and under the seat. If you are able to take her out, that's a bonus.
Oh--I have taken Edie out of her bag, wrapped her in a blanket, and held her against my chest. This works best if you are not on the aisle. FLight attendants walked by and never even saw her. It's worth a try if you are seated next to sympathetic travelers....
