Default Will he ever potty in his tent!

I have a very tiny morkie puppy (about 10 weeks old, 1.5 pounds) that I am trying to potty train indoors. He is too small to be taken outside (he shakes like a leaf everytime he goes out for even a second). I bought him a big indoor puppy tent-house, which I divided with a barrier so that the front would be his home and the back would be his potty. I cut a small door so that he can get to the back easily. However, he really does not like going in there and always runs as far away as possible to the back of the apartment to go to the bathroom. I know that a dog's instinct is not to go where he 'lives' but I'm wondering if this is something I can train him to get over, or is it doing him damage by trying to force him to go in the back of his house?
