Call Animal Control. If you can catch the dog on your property lock it in the garage and AC will take it away and fine the owners.
We have a dog in the neighborhood who has always wandered and driven the rest of the pets and people around here nuts so a few of us finally banded together and got the cops and AC involved and for the most part now the dog stays in her own yard. It sucks that we had to do it but it was long overdue. That dog had been hit by a car twice (that the owners know of) and shot with a BB gun yet they never learned their lesson. It took our cop neighbor calling the local cops for anything to be done.
