It could be a proper weight for a dog that would mature at around 5lbs. It's really heard to say when they are that young. It may be that she is just not feeding as well because the other pups are crowding her out. There are many factors that effect the weight gain in that young of a puppy. Sometimes the runt can turn out to be the biggest in the litter.

Did you see both parents? You must have had to make your pick when the puppies were very young. Most of the time someone will buy the smallest first. I can't tell you the number of people I have seen here on YT that were promised a 4 to 5 pound dog and ended up with 8 to 15 pound dog. If you don't know a lot about the ancestry of the dog it is very hard to speculate about the mature size.
