When we have our foster implanted with a chip at the vet, the vet's can implant a chip there that you buy, or in our case, the rescue sends me one already registered to give to the vet to implant. Perhaps in your case the vet just implanted it and gave you the paperwork, and you were supposed to send in the form and payment? I doubt that vets would pay the fee for you. You just buy the actual chip from them, about $25 but you don't pay for registration through the vet. Not that I know of at least.
