Apparently something is causing a problem back there. Have you ever gone through his fur with a flea comb to see what you get. There are various types of things he could have picked up. Using the comb could also disclose a skin issue that you cannot detect by just looking.

Most itching is cause by parasites or allergies. Food allergies are becoming very common especially in purebred dogs. A visit to a good vet that will take the time to really try to pinpoint the problem would help. Don't let them just give you a product and send you on your way. You need to find the issue and not just treat without really knowing what you are dealing with.
