If you look at Yorkies in the show ring they have the medium length tail. That is how they are supposed to be docked. The pups bought in pet stores and from backyard breeders usually have the little nub tail because the people who are doing it that have no idea of the standard.
I don't think it is exceptionally cruel to dock tails since it is not much more than having a skin tag removed when they are about 3 days old. If done properly it is quick and easy. If done by someone who has no interest in the breed or the standard it can be a real problem.
