Normally when a dog is brought to a shelter as a stray the shelter has a legal time period to give the owner of that dog to claim it, IF the owner never shows, the dog is then put up for adoption & at that time anyone can see/visit with it.
Some shelters will let anyone view a dog before the adoption date & put a Hold on it to come back & adopt it once the legal time period for it's owner to claim it has expired, but they don't normally let anyone visit/touch/handle the dog until the adoption date.
