Default New Yorkie Pup and potty training problem

Hello I am new to the forum
I previously had a Yorky for 13 1/2 years which I lost a little over a month ago. I crate trained my previous dog by taking him outside to a potty area every 1-2 hrs and bringing him back in to his small kennel or my lap with short periods out for play, eating and water under my direct supervison. When I noticed him pee I would give him the command "go potty" and praise him. I pretty much had him potty trained within 2 weeks.
My current yorkie is 15 weeks old and was neutered last week on Tuesday then I brought him home on Friday. I have been using the same technique with my current pet. I walk him outside on a leash. He does not lift his leg so a little hard to see when he is going but I feel under him and almost never does he go outside. He will potty in his kennel and does not seem to mind it. He does not cry and just lays in it either pee or poop. I change the towel in it several times a day. He regularly pees on the carpet even when I am watching before I can get to him and when I think that he is starting to sniff and take him out he does not go. Yesterday I took him out and he did not go so I decided that possibly he did not need to go but put him beside me on a small pillow and after a few minutes he pee of pillow and my leg.
I am stumped as what to do next as the book that I have read on training dogs say to kennel train as dogs don't like to go in their house but doesn't seem to be helping in this case. I am not interested in pad training as my previous dog would tear them up and I am retired so I am not away from the house usually for long periods of time. I always take my dog with me if I am leaving for long periods.
