This is from swelling in the skull. The prednisone reduces the swelling, and you see more normal behaviors. When he's off the pred, the swelling builds up and causes his symptoms. The panting can be from pain, he probably has headaches alot from the swelling. Prilosec (omeprazole) is another drug that reduces the production of spinal fluid... ask you vet about it.
