Default choking on mucous in nose, throat & mouth

Gussie has had this as an ongoing problem, but it is getting so bad now and nothing seems to curb it. We are Panmycin (have been 3x day for two weeks) and he seemed to be clearing up but then it has come back with a vengeance. I have been using a food saver to suck the mucous out of his nose and throat so he can breathe......was up all night last night.

Decided that it was time to let him go .....he's almost 18......and the vet is gone today and I won't go to a stranger! However, in sucking out his mouth there were some very fine hairs......can a yorkie get a hair ball. I have long fine hair and it gets everywhere.....and I've pulled it out of their food before, and they have passed hair. Any ideas or comments. I read about the cotton balls soaked in cream to gather glass......just an idea but could I do that, but attach a string and try to pull the cotton ball back up and possibly clear out the throat?

I'm keeping him semi-comfortable by continuing to clear his mouth and nose and 24/7 lap time. We have an appointment with the vet tomorrow at 9 a.m. Before making the ultimate decision asking also if it could be teeth and if it would be worth trying to get rid of the ugly teeth.
