IMO 7 months is still young.....I would give him until at least a year before even being concerned about this. That second testicle could very well appear and the breeder has no way of knowing about this or preventing it so you really cannot rightfully be angry wiht her imo.
Shyyorkies, a breeder member here just had a male that she was thinking of selling but his tesiticle finally descened and she is keeping him as a stud now. I would PM her for an exampke and advice.
